Pufferfish: location, bait and boss fight
The Pufferfish quest is on the third main island. Speak to the swimmer wearing yellow floaties: he wants an endangered creature before giving you Carrot Bait.
Get Carrot Bait
Fish with Standard Lure, inspect your catch with the default F key, and offer a fish marked endangered to the swimmer. Bowlfish and Needlefish are relevant catches. Equip the carrot reward to summon the boss.
Prepare for the fight
PC Gamer's player recommends an upgraded SMG, moving continuously and using trees to break the pursuit. Avoid the purple poison. This is a reported strategy, not a required weapon or guaranteed terrain exploit.
